Maintenance Engineering Expert

Location: APG, MD

Location: Hybrid (APG - Aberdeen, MD and Remote)
Travel %: Up to 25% / Comp: 110-175k (DOE)

Summary
T2S Solutions
is seeking to hire a Maintenance Engineering Expert in APG, MD. This role provides maintenance engineering, reliability, maintainability, logistics, and lifecycle-sustainment support for Department of War (DoW) and Army systems and equipment. The contractor supports government-led efforts to develop, assess, implement, and improve maintenance concepts that optimize readiness, availability, safety, affordability, and long-term sustainment.

The successful candidate will apply expertise in maintenance concept development, reliability and maintainability (RAM), condition-based maintenance (CBM+), performance-based logistics (PBL), provisioning, sparing, technical manuals, system safety, human performance, and fielded-system problem resolution. The role requires the ability to translate operational and technical requirements into practical sustainment strategies, maintenance plans, analyses, and decision-ready products.

Responsibilities

  • Maintenance Concept Development and Analysis
  • Support development, refinement, validation, and implementation of maintenance concepts for new, modified, and fielded systems.
  • Conduct requirements determination and maintenance engineering analyses to identify maintenance levels, tasks, resources, personnel, facilities, support equipment, and training requirements.
  • Develop and assess maintenance concepts using Level of Repair Analysis (LORA), COMPASS, SESAME, and other government-directed methodologies and analytical tools.
  • Conduct core logistics analyses, sparing analyses, and overall repair-parts concepts to support operational availability, readiness, affordability, and lifecycle sustainment.
  • Support performance-based logistics planning, including development of supportability objectives, performance measures, sustainment strategies, and risk assessments.
  • Support condition-based maintenance plus (CBM+) planning and implementation activities, including condition-monitoring requirements, data-use considerations, diagnostic/prognostic approaches, and maintenance-decision support.
  • Analyze maintenance processes and recommend improvements to reduce downtime, improve repair-cycle time, increase readiness, and reduce total ownership cost.

Reliability, Maintainability, and Quality Engineering

  • Conduct long-term system reliability and maintainability analyses, including Mean Time Between Failures (MTBF), Mean Time To Repair (MTTR), availability, failure trends, repair-cycle time, and supportability metrics.
  • Support RAM requirements determination, allocation, analysis, verification, and reporting throughout the system lifecycle.
  • Conduct or support reliability simulation, modeling, testing, and program-management activities.
  • Perform system maintainability assessments addressing design accessibility, diagnostics, fault isolation, repair procedures, required skill levels, tooling, support equipment, and safety considerations.
  • Support reliability and quality engineering and assurance activities, including review and analysis of Product Quality Deficiency Reports (PQDRs), recurring failures, defect trends, corrective actions, and verification of improvement efforts.
  • Identify reliability, maintainability, and quality risks; assess their operational and sustainment impacts; and develop recommended mitigation options.
  • Support Engineering Change Proposal-related technical analysis when changes may affect maintenance, supportability, safety, reliability, or lifecycle costs.
  • Technical Publications, Provisioning, and Supportability Products
  • Support development, review, validation, and maintenance of Technical Manuals (TMs), Repair Parts and Special Tools Lists (RPSTLs), Maintenance Allocation Charts (MACs), and related sustainment documentation.
  • Support maintenance demonstrations and validation activities to confirm maintenance-task feasibility, technical-publication accuracy, support-equipment needs, tooling requirements, personnel skill requirements, and repair-time estimates.
  • Support provisioning management, including identification and validation of repair parts, special tools, test equipment, consumables, and initial-spares requirements.
  • Review technical data and logistics products for completeness, accuracy, configuration alignment, usability, and consistency with approved maintenance concepts.
  • Support materiel-release activities by providing maintenance, supportability, reliability, technical-publication, and provisioning input, as directed.
  • Identify technical-publication, provisioning, or supportability gaps that could delay fielding, increase maintenance burden, or adversely affect readiness.

Human Performance, Safety, and Fielded-System Support

  • Conduct ergonomic and human-performance analyses to improve maintainability, user safety, workload, accessibility, physical demands, and effectiveness of maintenance activities.
  • Support system-safety analyses as they relate to maintenance procedures, maintenance hazards, human factors, equipment design, and technical-publication content.
  • Analyze Equipment Improvement Recommendations (EIRs), PQDRs, user feedback, maintenance data, and other fielded-system information to identify root causes and support problem resolution.
  • Support resolution of fielded-system maintenance, reliability, quality, and sustainment issues through technical analysis, stakeholder coordination, and recommended corrective actions.
  • Assess demilitarization (DEMIL) challenges and support planning for maintenance-related disposal, disposition, safety, environmental, and lifecycle considerations, as applicable.
  • Develop and deliver maintenance concept engineering training, workshops, technical briefings, and knowledge-transfer materials for authorized government and contractor stakeholders.

Program and Project Support

  • Support integrated product teams and cross-functional coordination among engineering, logistics, program management, technical publications, quality, safety, contracting, and operational stakeholders.
  • Develop decision-ready maintenance concept documents, analyses, briefings, reports, action trackers, risk registers, schedules, and recommendations.
  • Support planning and execution of maintenance-engineering reviews, sustainment assessments, technical-data reviews, maintenance demonstrations, and readiness-related meetings.
  • Track maintenance-concept implementation actions, dependencies, risks, and milestones throughout development, fielding, sustainment, and modernization phases.
  • Support analysis of lifecycle sustainment costs and recommend strategies to improve readiness, reliability, maintainability, and affordability.

Required Qualifications

  • Active Top Secret Clearance
  • Bachelor’s degree in engineering, logistics, systems engineering, industrial engineering, mechanical engineering, reliability engineering, maintenance management, or a related technical discipline. Relevant additional experience may be considered in lieu of a degree where permitted by contract requirements.
  • 5-10+ years of progressively responsible experience in maintenance engineering, reliability engineering, maintainability engineering, lifecycle logistics, systems engineering, or defense sustainment.
  • Demonstrated experience developing or assessing maintenance concepts, maintenance plans, sustainment strategies, or product-support analyses.
  • Working knowledge of RAM principles, reliability metrics, maintainability analysis, maintenance-task analysis, provisioning, and sparing concepts.
  • Experience supporting technical manuals, RPSTLs, MACs, maintenance demonstrations, technical-data reviews, or related logistics-support products.
  • Ability to analyze complex technical, operational, reliability, maintenance, logistics, safety, and cost data and communicate conclusions clearly.
  • Experience preparing technical reports, analyses, plans, briefings, and decision-support materials.
  • Strong written communication, analytical, organizational, and stakeholder-coordination skills.
  • Proficiency with Microsoft Office applications and familiarity with maintenance, reliability, logistics, technical-data, or modeling tools applicable to assigned work.
  • Ability to work independently and as part of a multidisciplinary government-contractor team.

Preferred Qualifications

  • Master’s degree in reliability engineering, systems engineering, logistics, engineering management, maintenance management, or a related field.
  • Professional certification in reliability, quality, logistics, systems engineering, project management, or lifecycle support.
  • Experience supporting Army, DoW, program executive office, lifecycle management command, depot, sustainment command, or major defense acquisition programs.
  • Experience applying LORA, COMPASS, SESAME, or comparable maintenance-concept and logistics-support analysis tools.
  • Experience with CBM+, PBL, predictive maintenance, prognostics, diagnostics, health-monitoring systems, or maintenance-data analytics.
  • Experience with reliability growth, failure-mode analysis, reliability testing, maintainability demonstrations, and RAM program management.
  • Familiarity with system safety, human-systems integration, ergonomics, and maintenance-related hazard analysis.
  • Experience addressing PQDRs, EIRs, recurring field failures, technical-publication deficiencies, and fielded-system sustainment issues.
  • Knowledge of demilitarization planning, provisioning processes, technical-publication development, and Army logistics-support requirements.
