Proposal Manager

Summary
T2S Solutions seeks an experienced Proposal Manager to join the T2S Growth Team with a proven track record of winning DoD/Federal services contracts in a highly competitive environment(s). The ideal candidate will have a meticulous attention to detail, hunger to win, and proven ability to lead proposal activities required to win Full & Open competitive contracts by managing the development of strength-based, compliant, compelling, and high-scoring proposals.

The Proposal Manager will lead the full lifecycle of proposal development, ensuring all submissions are compliant, persuasive and always delivered on time. This role requires a deep understanding of federal acquisition processes, a mastery of structured proposal methodologies, and exceptional project management skills. Working closely with the Capture Manager, T2S leadership, technical subject matter experts (SMEs), and pricing teams, the Proposal Manager will craft and win high-quality proposals that align with T2S’ strategic growth goals.

Key Responsibilities

Proposal Planning and Preparation

  • Review and analyze solicitation documents (RFPs, RFQs, etc.) to identify requirements, evaluation criteria, and submission instructions.
  • Develop and maintain critical proposal artifacts, including Compliance Matrices, Proposal Outlines, and Proposal Schedules
  • Facilitate and lead proposal kick-off meetings to align the team on the proposal strategy, roles, and deliverables.

Proposal Development

  • Coordinate with technical subject matter experts (SMEs), writers, graphic designers, and pricing teams to develop high-quality proposal content.
  • Oversee version control and ensure consistency across technical, management, past performance, and pricing volumes. As required, directly contribute to written contributions for quality.
  • Perform Structured Proposal Reviews (in accordance with Shipley and/or Lohfeld Strength-based Proposal methods)
  • Manage and facilitate iterative content (Color) reviews to enhance quality and compliance; incorporate reviewer feedback and track revisions to ensure continuous improvement of proposal content.

Compliance and Submission

  • Perform detailed compliance checks to ensure proposals meet all solicitation requirements, including formatting, file naming, and content specifications.
  • Coordinate final production and submission, ensuring all files are prepared and delivered in accordance with government instructions.

Perform Post-Submission Activities

  • Respond to customer clarification requests, amendments, and Best and Final Offers (BAFOs) as needed.
  • Plan, conduct, and document lessons learned debriefs to improve future proposal processes.
  • Maintain a repository of templates, past performance write-ups, and lessons learned for future proposal efforts.

Required Qualifications:

  • Bachelor’s degree in Business, Communications, English, or a related field (or equivalent experience).
  • 5+ years of experience managing federal proposals, with a proven track record of success on competitive opportunities.
  • Strong knowledge of federal acquisition processes, including FAR/DFARS and OTA contractual solicitations
  • Demonstrated ability to manage the full proposal lifecycle, including planning, content development, compliance reviews, and submission.
  • Experience with structured proposal development practices, including compliance matrices, iterative reviews, and content refinement.
  • Exceptional project management and organizational skills, with the ability to manage multiple deadlines in a fast-paced environment.
  • Strong writing, editing, and communication skills.
  • Proficiency with proposal tools such as SharePoint, Deltek GovWin, or similar platforms

Desired Qualifications:

  • Expertise in Lohfeld processes, including compliance matrices, structured color team reviews, and proposal planning is highly desired.
  • Familiarity with DoD agencies
  • APMP Certification (Foundation or higher) or willingness to obtain certification.
  • Experience working with customer relationship management (CRM) tools and federal opportunity tracking platforms such as SAM.gov or GovWin
  • High emotional intelligence and expert abilities in written and oral communications.
  • Highly desired to have ability to live within commute distance from Huntsville AL or Belcamp Maryland.

Location: Remote/Telework with preference for candidates who live in/near Huntsville AL or Aberdeen Maryland
