Summary
T2S Solutions is seeking a Senior Program Budget Analyst to serve as the primary financial partner to program managers, supporting all aspects of program financials from budgeting and billing to forecasting and reporting. This role is key to maintaining financial accuracy, ensuring contract compliance, and supporting program execution across the full project lifecycle.

Responsibilities

• Partner with program managers to provide financial guidance and support day-to-day decision-making
• Track and report on budget obligations, expenditures, and overall financial performance
• Monitor weekly funds run-out dates, including burn rate analysis and funding status; identify risks early and coordinate with stakeholders on mitigation actions
• Conduct biweekly labor utilization reviews (planned vs. actual), flag variances, and support corrective actions
• Track subcontractor hours, reconcile reports with internal systems, and escalate discrepancies that could impact forecasts or deliverables
• Develop and maintain Excel-based reporting tools, dashboards, and trackers to improve accuracy, efficiency, and audit readiness
• Collaborate with Program Management, Contracts, Subcontracts, and Staffing teams to gather inputs, resolve data gaps, and maintain reporting timelines
• Support proposal development, including cost input for bids and project estimates
• Lead the development and improvement of financial reporting and analytics tools
• Review projects to identify cost and schedule risks and provide actionable insights

Qualifications

• Ability to obtain and maintain a Secret clearance
• Bachelor’s degree in accounting, Finance, Business Administration, or a related field and 8+ years of experience in project accounting, financial analysis, or program support
• Strong analytical and problem-solving skills with attention to detail
• Advanced Excel skills (pivot tables, lookups, data validation, etc.)
• Excellent communication and interpersonal skills
• Experience with Deltek Costpoint
• Familiarity with business intelligence tools
• Solid understanding of accounting principles and financial analysis techniques
• Ability to work in a fast-paced, deadline-driven environment
• Working knowledge of project lifecycle, cost control, and scheduling best practices

Compensation: $115-140k
